(PERMANENT POSITION)
UNIT: FICKSBURG

SALARY: The municipality is a Category 3 with a (Min: R965 958.00; Midpoint: R1 103 953.00; Maximum: R1 224 083.00) Including 4% remote allowance. Total remuneration package will be in terms of Government Gazette No.50737 dated 30/05/2024

REQUIREMENTS: Bachelor Degree in Public Administration / Management Science / Law or equivalent.

OTHER REQUIREMENTS: The appointed candidate must be a South African Citizen or permanent resident with no criminal record. He/she must be in possession of a valid driver’s license (Code 08 (EB) and a suitable vehicle for proper performance of his/her functions; willingness to work irregular hours with extensive travelling.

ADDED ADVANTAGE: Registration with the relevant professional body. Certificate in Municipal Finance
Management (SAQA Qualification ID No. 48965) or attain the qualification within 18 months from the date of appointment.

EXPERIENCE: Five (5) years relevant experience at a Middle Management level and have proven
successful institutional transformation within Public or Private Sector.

KNOWLEDGE:

The candidate will be expected to demonstrate:
• Good knowledge and understanding of relevant policy and legislation;
• Good knowledge and understanding of institutional governance systems and performance management;
• Good knowledge of corporate governance support services including:
(a) Human Resources Development;
(b) Human Capital Management;
(c) Legal Services;
(d) Facilities Management;
(e) Information Communication Technology; and
(f) Council Support
• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000);
(g) Good Governance;
(h) Labour Relations Act, and other Labour-related Prescripts;
(i) Legal background and Human Capital Management; and
(j) Knowledge of coordination and oversight of all specialized support functions.

KEY PERFORMANCE AREA: Provide strategic leadership in the Corporate Services Directorate of the Municipality. Develop and continuously evaluate short, medium and long term strategic organisational governance objectives of the Municipality. Ensure policy
development, research and compliance. Develop and monitor systems, procedures and processes to ensure correct working operations and practices. Coordination of portfolio Committee meetings and business processes and submit reports.  Development and implementation of the departmental SDBIP. Compile and implement departmental budget. Give inputs and support towards reparation of IDP to ensure alignment and efficient performance. Formulate creative solutions to enhance cost effectiveness and efficiency in the delivery of services and administration of the Municipality. Assist and support the Accounting Officer with the roles and responsibilities delegated to the Directorate

1. 2. It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA) and to attach proof thereof.

4. Recommended candidates will be subjected to a competency-based assessment over 2 day’s prior appointment in terms of Annexure A (Competency framework for Senior Managers) of Notice No.21 of Government Gazette No. 37245 of 17 January 2014;
5. The successful candidate will be required to sign an Employment Contract before assumption of duty, a Performance Agreement within 60 days of appointment and the necessary Disclosure of Financial Interest Forms as well as undergoing the necessary Security Vetting Processes.
6. The incumbent will be stationed at Setsoto Local Municipality’s head office situated in Ficksburg but may be deployed anywhere within the municipality depending on the operational requirements.

COMMUNITY LIAISON OFFICER (CLO): CONSTRUCTION OF THE RECREATIONAL AND SPORT FACILITY IN CLOCOLAN/HLOHLOLWANE

Setsoto Local Municipality will be implementing a project for the CONSTRUCTION OF THE RECREATIONAL ND SPORT FACILITY IN CLOCOLAN/HLOHLOLWANE (PHASE 2) during the financial year 2025/2026. The contractor TS CONSTRUCTION (PTY) LTD is currently looking for a suitable CLO with the requirements as stipulated below:

POST : COMMUNITY LIAISON OFFICER (CLO)

SALARY : R6 000 per month plus cell phone & airtime (for the duration of the construction contract)

UNIT : Clocolan/Hlohlolwane

JOB PURPOSE : The primary purpose of the job is to ensure that the local community gets maximum benefit from this construction contract through access to labour (skilled, semi-skilled and unskilled). The CLO must also act as a liaison officer for the contractor, to facilitate information flow to the community and other stakeholders.

REQUIREMENTS :

• Must be a citizen of Clocolan with a Valid South African Identity
• Grade 12 certificate with basic computer literacy.
• Must be able to communicate, read and write in English and Sesotho.
• Must be reliable and accountable & currently unemployed.
• Must know the area of Clocolan/Hlohlolwane thoroughly.
• Preferably be a resident of Clocolan/Hlohlolwane
• Should be prepared to work under difficult conditions and have skills in conflict resolution.
•Should have an understanding of construction and be able to communicate with contractors and sub-contractors.
• Should not be a contractor.
• Willingness to spend extended periods in the field and work irregular hours.

DUTIES :

• Liaison between the community and the contractor.
• Liaison between the Municipality, the Community and the Contractor.
• Responsible to provide a link between local resources and the contractor.
• Make reference to database of local resources.
• Keep the contractor and the Municipality aware of community affairs and possible dynamics.
• Assist the contractor’s supervisory staff in the management of workers.
• Report monthly to the Municipality, and the community structures with respect to local involvement targeting, training and the equity status of employees.
•Complete the necessary administrative tasks related to implementation of projects.

REQUIREMENTS: Grade 12 with a relevant three (3) tertiary qualification in Human Resources Management or related field. Candidate must at least have 2 – 3 years working experience in Human Resources Management field.

COMPETENCIES: Candidates must apply the ability to understand the key drivers in the sector and the Municipality and to apply this understanding to meet the services delivery objectives and challenges. The ability to understand stakeholder needs and dynamics and to build capacity within the target audience through the ability to listen attentively, grasp issues, present information in a clear manner and respond appropriately to verbal and written communication. To plan and organize the work unit using goal setting, objectives, targets create work schedule and work plan with associated resources and budgets, according to the Municipal procedures in order to achieve the tasks, functions, results of the work unit.

DUTIES: Facilitate the implementation of Employment Equity processes, programs and systems. Work in conjunction with Skills Development Facilitator (link EEP to WSP). Prepare the employment Equity reports to the Department of Labour and Employment. Coordinate, develop, implement and monitor the Municipality’s Employment Equity Plan. Facilitate presentation on employment Equity Plan to committee and labour forum. Ensure timeous submission of Employment Equity Reports (EEAZ and EEA4 forms)
