SALARY : R 226 485.66 per Annum (PL 8/4)

REQUIREMENTS: Basic Literacy / Grade 10. Candidate must have minimum of 1–2-year heavy duty driving experience. Candidate be in possession of valid South African driver’s license EC plus a PDP.

COMPETENCIES: Candidate must know how to operate heavy-duty machinery / equipment. Must always keep machine clean and tidy. The candidate must perform and execute the responsibilities as expected all the time. Required to work in all weather conditions. Good problem-solving abilities. Must have good communication skills. Be responsible, reliable and work independently. Continuously improve own driving behavior and keeps up with changing traffic laws.

DUTIES: Safely operate a special motor vehicle in a public traffic system. Be able to follow written and verbal instructions. Be able to perform safety inspections, recognize, and report mechanical problems and perform preventative maintenance. Be able to work under pressure and follow the Supervisor’s instructions. Make safe driving decisions and operate a vehicle with no restrictions.

(PERMANENT POSITION)
UNIT: FICKSBURG

SALARY: (Min – R965 958.00; Mid – R1 103 953.00; Max – R1 224 083.00) Including 4% remote allowance. Total remuneration package will be in terms of Government Gazette No.50737 dated 30/05/2024

REQUIREMENTS: Bachelor Degree in Public Administration / Management Science / Law or equivalent or any other equivalent qualification registered with the National Qualifications Framework at NQF Level 7 with a minimum of 360 credits.

OTHER REQUIREMENTS: The appointed candidate must be a South Africa Citizen or permanent resident with no criminal record. He/she must be in possession of a valid driver’s license (Code 08 (EB) and a suitable vehicle for proper performance of his/her functions; willingness to work irregular hours with extensive travelling.

ADDED ADVANTAGE: Registration with the South African Council for Social Service Professionals (SACSSP) or similar recognized relevant professional body. Certificate in Municipal Finance Management (SAQA Qualification ID No. 48965) or attain the qualification within 18 months from the date of appointment.

EXPERIENCE: Five (5) years relevant experience at a Middle Management level and have proven successful institutional transformation within Public or Private Sector.

KNOWLEDGE: The candidate will be expected to demonstrate:
• Good knowledge and understanding of relevant policy and legislation;
• Good knowledge and understanding of institutional governance systems and performance management;
• Good knowledge of corporate governance support services including:
(a) Human Resources Development;
(b) Human Capital Management;
(c) Legal Services;
(d) Facilities Management;
(e) Information Communication Technology; and
(f) Council Support
• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000);

(j) Knowledge of coordination and oversight of all specialized support functions.

KEY PERFORMANCE AREA: Provide strategic leadership in the Community Services Directorate of the Municipality. Develop and continuously evaluate short, medium and long term strategic organisational governance objectives of the Municipality. Ensure policy
development, research and compliance. Develop and monitor systems, procedures and processes to ensure correct working operations and practices. Coordination of portfolio Committee meetings and business processes and submit reports.  Development and implementation of the departmental SDBIP. Compile and implement departmental budget. Give inputs and support towards preparation of IDP
to ensure alignment and efficient performance. Formulate creative solutions to enhance cost effectiveness and efficiency in the delivery of services and administration of the Municipality. Assist and support the Accounting Officer with the roles and responsibilities delegated to the Directorate

6. The incumbent will be stationed at Setsoto Local Municipality’s head office situated in Ficksburg but may be deployed anywhere within the municipality depending on the operational requirements.

REQUIREMENTS: Grade 12 (Matric) plus Diploma in Environmental Science / Environment Management / or Waste Management. The candidate must have at least three (3) years’ experience in Waste Management at a junior management level. Must demonstrate high level of Communication Skills, interpersonal skills, problem solving skills, report writing skills and computer skills. Candidates must not have any criminal record. Candidate must have valid South African driver’s license preferably code B.

COMPETENCIES: Candidate be able to manage personnel that include Team Leader, drivers and general workers. Knowledge of maintaining vehicles and equipment. Knowledge of managing and maintaining landfill sites.

DUTIES: Ensure that a comprehensive waste removal service is rendered in Clocolan and Hlohlolwane residential areas, CBD, business and industrial areas including a litter picking and illegal dumping services and maintenance of landfill sites. Planning, organizing and supervising drivers and general workers and projects such as EPWP, CWP and other EPWP orientated projects. Capturing monthly, quarterly and annual reports. Maintaining all filing of unit documents for safekeeping and incident reports.
