ADOPTED DRAFT INTEGRATED DEVELOPMENT PLAN 2025/2026 AND ADOPTED DRAFT MEDIUM -TERM REVENUE AND EXPENDITURE FRAMEWORK FORECAST FOR 2025/2026 TO 2027/2028

Notice is hereby given in terms of the Local Government: Municipal Systems Act, No 32 of 2000, as amended, and the Local Government: Municipal Finance Management Act, No 56 of 2003, as amended, that the tabled Draft Integrated Development Plan 2025/2026 and Mid-Term Revenue and Expenditure Framework Forecast for the financial years 2025/2026 to 2027/2028 of the Setsoto Local Municipality are now due for community engagements.

The draft documents, their summaries and annexures were tabled at the council meeting held on the 27 March 2025 and copies are available for the period of 21 days for public comments from 14 April 2025 until 12 May 2025 on the Setsoto Local Municipality’s website, www.setsoto.org.za, as well as the municipal offices and libraries in all towns of the municipality. Communities are hereby requested to submit written submission on the adopted draft Integrated Development Plan 2025/2026 and adopted draft Budget 2025/2026 to 2027/2028 by not later than the 12 May 2025.

Furthermore, the Executive Mayor, Mayoral Committee Members, Councillors, Municipal Manager and Senior Managers will be engaging communities and relevant stakeholders on the daft Integrated Development Plan 2025/2026 and the draft Budget 2025/2026 to 2027/2028 on the following dates:

Notice is hereby given in terms of Chapter 12, section 129 (1)(a) of the municipal Finance Management Act no 56 of 2003 that the Municipality’s Oversight Report 2023/2024 was adopted, and the Annual Report 2023/2024 was considered during an ordinary Council Meeting held on 27 March 2025, as per Council Resolution.

In accordance with the provisions of Local Government Municipal Systems Act, 32 of 2000, section 21A, the Oversight Report for the 2023/2024 financial year is hereby made public and copies are available at the following locations:

Local Government Municipal Finance Management Act, 56 of 2003 states:

Section 129

• The council of the municipality must consider the annual report of the municipality and of any municipal entity under the municipality’s sole or shared control, and by no later than two months from the date on which the annual report was tabled in the council in terms of section 127, adopt an oversight report containing the council’s comments on the annual report which must include a statement whether the council –
• has approved the annual report with or without reservations;
• has rejected the annual report; or
• has referred the annual report back for revision of those components that can be revised.

Notice is hereby given that the Council of Setsoto Local Municipality will, in the next Council Meeting as indicated below, adopt the Oversight Report, and consider the Annual Report 2023/2024 in line with section 129 of the MFMA, Act 56 of 2003. Members of the   public are invited to attend the meeting.

Notice is hereby given in terms of Sections 28 and 54 of Local Government Municipal Finance Management Act, 56 of 2003, the Council revised the approved Service Delivery Budget Implementation Plan 2024/2025 on the 27 February 2025 as per Council Resolution 2/2 the revision was done by Council after the approval of the Adjustment Budget as per resolution 3/2 of the council meeting held on 27 February 2025.
