The Director: Corporate Services serves as a key member of the municipal senior management team and provides strategic direction to the Corporate Services Department, comprising Legal Services, Administration, Human Resources and Payroll Services. The role is accountable for strengthening institutional governance, organisational capability, regulatory compliance and administrative excellence, while ensuring that Council and the administration are supported through responsive, ethical and high-performing corporate systems aligned to the municipality’s strategic agenda.
PROFILE
Brenda Lisebo Mokoena is an experienced local government professional with nearly three decades of service, primarily in human resources, organisational development, governance, and corporate administration. She has built a strong career within Setsoto Local Municipality, occupying different roles such as Secretary, Personnel Officer, Skills Development Facilitator, HR Manager, Benefits Officer, and Manager: Human Resources Management.
She holds an Advanced Diploma in Human Resource Management (NQF Level 7), and she has also served repeatedly as Acting Director Corporate Services, where she provided strategic leadership and oversight of key corporate functions, including Human Resource Development, Payroll Administration, Human Resources Management, Administration, Council Support Services, and Legal Services. In this capacity, she contributed to organisational development, change management, financial and resource management, stakeholder engagement, and intergovernmental relations.
Her profile is further strengthened by her leadership roles beyond her municipality. She serves on important provincial and national structures. These roles reflect her recognised expertise in HR governance, job evaluation, and policy implementation.

Corporate Services Responsibility
- Provides executive oversight of secretariat and governance support to Council and its committees, ensures the integrity of meeting processes and resolutions, and promotes sound governance, legislative compliance and effective decision-making across the institution.
Leads the development and oversight of administrative systems, records governance, office support services and internal business processes to enhance organisational efficiency, accountability, service integration and institutional performance.
- Directs the municipality’s human resource strategy through workforce planning, talent acquisition, labour relations, performance management, policy implementation and employee development, with the objective of building a capable, ethical and service-oriented organisation.
Provides strategic oversight of payroll administration, employee benefits, statutory compliance and payroll controls to ensure accuracy, confidentiality, financial integrity and alignment with applicable regulatory requirements.
Oversees the provision of legal guidance to Council, the Municipal Manager and senior leadership, supports contract governance and regulatory compliance, and strengthens institutional risk management by ensuring that municipal decisions and operations are legally sound and defensible.
