POSITION: CHIEF FINANCIAL OFFICER
(PERMANENT POSITION)
UNIT: FICKSBURG

SALARY: (Min – R965 958.00; Mid – R1 103 953.00; Max – R1 224 083.00) Including 4% remote allowance. Total remuneration package will be in terms of Government Gazette No.50737 dated 30/05/2024

Minimum Requirements: At least a Bachelor’s degree in Accounting, Finance or Economics or relevant qualification registered on the National Qualifications Framework at NQF Level 7 with a minimum of 360 credits. Certificate in Municipal Financial Management Programme (SAQA Qualification ID 48965) as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 will be an added advantage or attainement of this competency requirement within 18 months in terms of the Treasury Regulations. A valid driver’s licence

Experience: Minimum of 5 years experience at middle management level preferably in Local Government level/ public services.

Key Performance Areas: Be responsible for the overall management of Budget and Treasury office. Draft and implement the departmental SDBIP. Perform all delegations by the Accounting Officer in terms of MFMA, and any other duties or functions that may be assigned by the Accounting Officer of the municipality. Managing, planning, organizing, co-ordinating, directing and controlling activities of staff at the Budget and Reporting, Supply Chain Management, Asset Management, as well as Revenue Divisions. Contributing to strategic planning and budget alaignment and reporting to executive and management teams. Advise the Accounting Officer on the excercise of powers and duties assigned to the Accounting Officer in terms of the MFMA. Assist the Accounting Officer in the administration of the Municipality’s bank accounts and in the preparation and implementation of municipality’s budget, and financial statements. Advice Senior Managers and other senior officials on the exercise of powers and duties assigned to them in terms of Section 78 or delegated to them in terms of Section 79 of the MFMA. Perform budgeting, accounting, analysing, financial reporting, cash management, debt management, supply chain management, financial management, review and other duties as may be required in terms of Section 79.

KNOWLEDGE: Comprehensive knowledge and understanding of Municipal Finance Management Act, Treasury regulations and other legislation including proven experience in its application; Good practical knowledge of Municipal Property and relevant regulations; Knowledge of GRAP (Generally Recognised Accounting Practices); Track record in preparations and management of strategic plans, business plans and budgeting; An excellent track record in the implementation andmaintenance of sound financial system; The ability to work under pressure; Ability to compile Municipal Budget and Annual Financial Statements. Excellent communication and report writing skills : Computer literacy; Knowledge and understanding of computerized financial system, spreadsheet, databases, Excel, Power Point and word Processing.

1. No Applications will be considered if it is not on the Official Application Form. The application form must be accompanied by detailed CV with contactable references, recently certified original copies of qualifications, Identity document, driver’s licence and covering letter depicting the reference number of the post applied for and enclosed in an envelope clearly marked ‘’Application for the position: Director: Corporate Services”. Faxed and e-mailed applications will not be considered.
2. It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA) and to attach proof thereof.
3. Short-listed candidate will be subjected to reference checks, criminal record check and signing of indemnity forms. The applicant therefore gives consent that their personal information may be accessed for verification purposes in adherence to the POPI Act
4. Recommended candidates will be subjected to a competency-based assessment over 2 day’s prior appointment in terms of Annexure A (Competency framework for Senior Managers) of Notice No.21 of Government Gazette No. 37245 of 17 January 2014;
5. The successful candidate will be required to sign an Employment Contract before assumption of duty, a Performance Agreement within 60 days of appointment and the necessary Disclosure of Financial Interest Forms as well as undergoing the necessary Security Vetting Processes.
6. The incumbent will be stationed at Setsoto Local Municipality’s head office situated in Ficksburg but may be deployed anywhere within the municipality depending on the operational requirements.
