Tabling Of Draft Annual Report 2022/2023 And Mid-Year Budget And Performance Assessment 2023/2024.

Notice is hereby given in terms of Local Government: Municipal Finance Management Act, No 56 of 2003. Chapter 12, Section 121 (1, 2, 3 and 4) Section 126 and 127 (2) and Chapter 8 of Municipal Systems Act, 32 of 2000 as amended that DRAFT ANNUAL REPORT 2022/2023 AND MID – YEAR BUDGET AND, PERFORMANCE ASSESSMENT 2023/2024 will be tabled during an ordinary Council Meeting scheduled as follows:

Oversight Report for 2021/2022 Financial Year

Notice is hereby given in terms of Chapter 12, section 129 (1) (a) of the Municipal Finance Management Act no 56 of 2003 that the Municipality’s Oversight Report 2021/2022 was adopted, and the Annual Report 2021/2022 was considered during an ordinary Council Meeting held on 29TH June 2023, as per Council Resolution.

In accordance with the provision of Local Government Municipal Systems Act,32 of 2002, section 21 A, the Oversight Report 2021/2022 is hereby made public, and copies are provided at all municipal offices in Clocolan / Hlohlolwane, Marquard /Moemaneng, Senekal/ Matwabeng and Ficksburg / Meqheleng libraries, as well as the municipal website www.setsoto.gov.za.

Public Notice

Local Government Municipal Finance Management Act, 56 of 2003 states:

Section 129
(1) The council of the municipality must consider the annual report of the municipality and of any municipal entity under the municipality’s sole or shared control, and by no later than two months from the date on which the annual report was tabled in the council in terms of section 127, adopt an oversight report containing the council’s comments on the annual report which must include a statement whether the council –

(a) has approved the annual report with or without reservations;
(b) has rejected the annual report; or
(c) has referred the annual report back for revision of those components that can be revised.

Notice is hereby given that the council of Setsoto Local Municipality will, in the next Council Meeting as indicated below, adopt the Oversight Report, and consider the Annual Report 2021/2022 in line with section 129 of the MFMA, Act 56 of 2003. Members of the public are invited to attend the meeting.

Re-registration of Indigents for 2023/2025 Financial Year

The re-registration of Indigents is being rolled out for the 2023/2025 financial years:
Qualification Criteria :
·        Household gross income less than R4220.00 per month
·        South African Citizen identity document
·        Proof of Eskom account
·        Pensioners Slip or Letter from SASSA
·        Latest Municipal account
·        Death certificate of account holder or letter of authority
·        S.A.P.S Affidavit for unemployed consumers

NB. Consumers are expected to react immediately as the registration process will commence from the 01 July 2023. If you have not registered for Indigent Subsidy for the 2023/2025 Indigent Register you can register from the 1 July 2023 to 30 June 2025.

Draft Annual Report 2021/2022 Financial Year

The Draft Annual Report 2021/2022 was tabled at the council sitting of the 30TH January 2023 and council has referred the report to the Municipal Public Account Committee for community engagement and consideration. In terms of the Municipal Finance Management Act, 56 of 2003, as amended and the Municipal Performance Management Regulations of 2001, notice is hereby given that the Municipal Public Account Committee will engage with the community on, which was scheduled to take place between 05 to 08 June 2023, is hereby rescheduled as per the date, time and venue below.

Proposed Amendment To Service Level Agreement

Notice is hereby given in terms of Section 116(3)(b) of the Municipal Finance Management Act No.56 of 2003, that Setsoto Local Municipality is intending to extend the duration of the support and maintenance components of the Service Level Agreement concluded with Munsoft (PTY) Ltd, the provider of the financial system currently in use at the municipality, by a period of thirty six months, being from 1 July 2023 to 30 June 2026.

The draft proposal and evaluation report is available at the municipal Offices from 07:30 to 16:30 (Excluding lunch hours: 13:00 – 14:00), Monday to Friday or on the municipal website.
